In 2013 Hampshire County Council made provision for a Local Welfare Assistance (LWA) scheme. The scheme was designed to support vulnerable people in crisis using money transferred from the Department of Work and Pensions following the abolition of Crisis loans and Community Care grants.

This report presents the findings of an evaluation of the first year of Hampshire’s Local Welfare Assistance Scheme. It is based on qualitative interviews with 20 agencies that participated in the scheme and data from the Hampshire Crisis Information and Advice Line. The 36 page report was produced by Julian Dobson from Urban Pollinators working with Rachel Papworth of Papworth Research and Consultancy Ltd. The research was funded by Hampshire County Council.

A seminar held on Friday 25th July in Winchester heard from Julian and Rachel on the key findings and issues identified by the research. The seminar was attended by over 50 representatives from Hampshire Councils, Citizens Advice Bureaux, Voluntary organisations and Housing Associations.
