The Bill Sargent Trust was established to commemorate the late Reverend Bill Sargent, who dedicated his life to addressing poverty and homelessness. You can read more about Bill’s life and work by following this link.

The Trust is a research charity that demonstrates the need for housing and funding support in and around Hampshire (including Portsmouth and Southampton) by commissioning research into issues related to poverty and homelessness. The Trust was established in 1994 and ran independently for many years, producing a variety of research reports.

As the Bill Sargent Trust plans a wind-down and final research projects in 2023, Action Hampshire is providing a new home for their collective works, spanning over the past 20 years. The legacy of BST’s work into homelessness and poverty in Portsmouth and the surrounding areas will live on through our site, and we will provide a home for the research in perpetuity as they enter the final stage as a Trust.

The two workshops supported one of the key findings of the Bill Sargent Trust research: “That social housing residents valued the way they were treated was as important as the help they received.”

The Impact of the Hampshire Local Welfare Assistance Scheme 2013-2014

In 2013 Hampshire County Council made provision for a Local Welfare Assistance (LWA) scheme. The scheme was designed to support vulnerable people in crisis using money transferred from the Department of Work and Pensions following the abolition of Crisis loans and Community Care grants.
